Application.properties not found

Im getting the error below when i run this command,please assist.
Error-- cp: cannot create regular file ‘/opt/tomcat/application.properties’: No such file or directory
Command–sudo cp ~/axelor-source/axelor-erp/src/main/resources/application.properties /opt/tomcat/application.properties
