How to install other module

hello anyone! I have already install axelor on my pc. when I start my tomcat,the app manager only have 12 modules.

then I find Adminstration/module Management/All Modules ,then I install all modules .

but the pending action is also checked. Even I restart my tomcat ,I also can’t see other modules.
How I solve this problem?

No pending module on my installation

how can I resolve this problem? I install axelor-erp from sourcecode ,but when I install from docker,I can see all the module in the apps Manager.
